Welcome to the Grand Forks WTP District Strategy, a ten-month-long process that will reimagine the future of the former water treatment plant just south of Downtown.

The plant was originally constructed in 1939 and received various updates before being decommissioned in 2020. The site is owned by the City of Grand Forks and spans approximately one and a half blocks near the Point Bridge, at the intersection of South 3rd Street and Minnesota Avenue. The plant played a key role in Grand Forks' history, and this planning process will ensure that the site continues to be an important part of the city’s future.  

While the focus is the treatment plant site, this process will extend beyond just the plant itself.  It will create a vision for the site’s redevelopment and a district strategy, integrating both with the momentum and energy of Downtown Grand Forks.

The City has hired planning firm Development Strategies, who will work closely with a steering committee, City administration and staff to lead this effort.

There will be opportunities to get involved throughout the project, both online and in-person! These conversations will gather important community insight and help shape a vision for redevelopment of the WTP.
